I'm a nurse, I know that the labia CAN fuse over the urethra. However, she clearly stated that she had only a small area to pee out of. Yes, because that is all you pee out of.

She can pee leave it be! One of the toddlers I taught had this when I started teaching her and it separated 9 months later right before I advanced her to her next level/teacher. Good luck!
